A | 兰州8月25日电 (刘薛梅)今年是国家数据局确定的“数据要素价值释放年”。甘肃省政府办公厅副主任、省数据局副局长刘灿林25日表示，依托国家数据基础设施(甘肃)区域功能节点，已建成甘肃省公共数据资源登记平台和授权运营平台，形成数据资源登记的“存证-管理-公示-赋码-发证”全链路闭环，为全省公共数据资源开发利用筑牢基础底座。
B | LONDON -- Elon Musk's social media platform X has begun charging a $1 fee to new users in the Philippines and New Zealand, in a test designed to cut down on the spam and fake accounts flourishing on the site formerly known as Twitter. The company said late Tuesday that it has started trying out the annual subscription method for new and unverified accounts. The program, dubbed Not a Bot, won't apply to existing users. It's not clear why it only applies to New Zealand and the Philippines or why those countries were chosen. “This new test was developed to bolster our already successful efforts to reduce spam, manipulation of our platform and bot activity, while balancing platform accessibility with the small fee amount,” the X support account tweeted. “It is not a profit driver.” Since Musk bought X a year ago, he has introduced a slew of changes such as renaming the platform and gutting its workforce — including its content moderation team. Outside watchdog groups say the changes have allowed misinformation to thrive on the platform, a problem that exploded after the Israel-Hamas war erupted. Musk previously turned to premium subscriptions as a tactic to boost the financially struggling platform’s revenue. One of his first product moves was to shake up the site's blue check verification system by launching a service granting checks to anyone willing to pay $8 a month. C | 该案例呈现出，实现了对武威沙漠区域内367家企业、10处沙漠文旅景区及41家新能源场站碳减排量和碳汇量的精准核算，为碳资产价值评估奠定数据基础。 甘肃省大数据中心副主任徐海滨说，目前，公共数据资源登记平台已与国家平台对接联通，实现数据实时上报、登记结果互通互认；公共数据授权运营平台已配齐数据沙箱、区块链存证、安全网闸等多重安全管控模块，对接省政务数据共享平台，实现数据流转通道复用，为公共数据产品合规开发提供支撑。 甘肃省数据集团探索创新“数据工场”甘肃模式，搭建数据集空间、数模空间、创意空间，面向各类开发主体提供数据治理、模型调用、应用开发、测试验证等服务，推动数据资源向数据产品和应用场景转化。现已接入企业和社会数据资源目录1280条，上架数据产品1218个，形成了数据汇集、治理、开发、创新应用等一体化运营模式。 为让数据更好赋能千行百业，甘肃着力培育建设了一批凸显甘肃特色且可复制推广的公共数据应用场景，有效牵引公共数据资源合规开发和创新应用，带动打通公共数据供给-流通-利用链条，促进数据要素全面融入经济价值创造过程。其中多个应用场景，成功入选国家公共数据“跑起来”示范场景。
D | 刘灿林说，公共数据资源登记和授权运营是一项改革性工作，不能一蹴而就，要紧盯将甘肃打造成为黄河流域及西部地区数据要素创新应用和产业发展高地的目标，加快公共数据产品开发，让数据“供得出”，强化平台建设运营，让数据“流得动”，丰富数据应用场景，让数据“用得好”。
